Measures for the Administration of Special Scholarships for “The Belt and Road” Foreign Students of Xi’an Academy of Fine Arts

“The Belt and Road” special scholarship for foreign students from Xi’an Academy of Fine Arts is specially established in order to meet the needs of national strategic development and promote the high-quality development of “The Belt and Road”, and exert the advantages of the Academy in “Scientific Research and Creation”, build a broad platform for personnel training and international cooperation and exchange, train high-quality art talents for countries along “The Belt and Road”, neighboring countries and countries that have signed cooperation documents with China, build the brand of “Studying in XAFA”, and play an important role as a university think tank for the construction of “The Belt and Road”.


Chapter I General Provisions


Article 1 In order to have good administration of “The Belt and Road” scholarship for international students of Xi’an Academy of Fine Arts (hereinafter referred to as the “Scholarship”), the Measures are formulated in accordance with the Law of the People’s Republic of China on Entry and Exit Administration, the Administrative Measures for School Enrollment and Training of International Students (Order 42) jointly issued by the Ministry of Education, the Ministry of Foreign Affairs and the Ministry of Public Security, and the Notice of the Ministry of Finance and the Ministry of Education on Improving the Chinese Government Scholarship Funding System and Improving the Funding Standards (C. J. [2015] No. 1), and other laws, regulations, and normative documents.
Article 2 This scholarship is an important measure for the Academy to actively respond to “The Belt and Road” strategic concept put forward by the state and effectively improve the international school-running level of the Academy. It is of great significance to moderately expand the scale of long-term and short-term international students, optimize the country structure of international students and improve the educational level of international students.

Chapter II Funding Standards and Policies


Article 3 The object of scholarship program is foreign students who receive academic or non-academic education in our Academy; Academic education categories include undergraduates, postgraduates and doctoral students; Non-academic education is classified as advanced students.
Article 4 The categories of scholarships include full scholarships, tuition-funded scholarships and transportation-funded scholarships.
Article 5 Students with academic qualifications from countries along “The Belt and Road” and 65 countries initiated by the initiative may apply for full scholarships (see Annex 1 for the list of countries). Full scholarships include tuition and accommodation. Scholarships are awarded on a semester-by-semester basis from the date of admission.
Article 6 Tuition scholarships for academic students shall be paid according to the semester from the date of enrollment. According to the standard of 25,000 Yuan per undergraduate student per academic year, 30,000 Yuan per master student per academic year and 35,000 Yuan per doctoral student per academic year; Tuition scholarships for non-academic students shall be paid monthly from the date of enrollment, according to the standard of 15,000 Yuan per person per academic year.
Article 7 According to the one-time subsidy standard, each person can apply for subsidy once during his study, and the subsidy form is a round-trip air ticket, with a maximum of 7,000 Yuan. Full scholarship students no longer are subject to transportation scholarship support.
Article 8 In principle, the period of full scholarship and tuition scholarship for undergraduates is four years; In principle, the subsidy period for postgraduate students is three years; In principle, the funding period for doctoral students is four years; In principle, the subsidy period for advanced students is one year.
Article 9 Scholarship students should pay 30% of tuition fees for registration within one week after receiving the proposed admission notice, and they can choose to deduct tuition fees or return them in full when reporting for enrollment.
Article 10 Applicants who receive the same award and support from Chinese/foreign governments or other organizations will no longer be subject to scholarship support.

Chapter III Scholarship Management


Article 11 Scholarship students should register and report for enrollment within the specified time; Those who fail to report or register within the time limit without the consent of the Academy cannot obtain the qualification of scholarship aid.
Article 12 Scholarship students must pay all tuition fees for the first academic year and purchase insurance within one month after the start of school. Students who fail to pay tuition fees and purchase insurance cannot obtain scholarship assistance qualifications.
Article 13 Scholarship students should provide corresponding Chinese language proficiency within one year after entering the school, and no scholarship assistance will be provided if they do not provide it.
Article 14 Scholarship funding qualifications for current academic year are canceled if students are subject to administrative or criminal punishment for violating Chinese laws during their study, or are subject to disciplinary actions for violating school rules and regulations; Scholarships obtained in current academic year should be returned to the Academy in time within seven days, and those obtained but not yet distributed will not be distributed.
Article 15 The suspension and withdrawal of scholarship students shall be implemented in accordance with the relevant regulations of the Academy on the management of international students and student status. During the suspension period, their scholarship qualifications shall be retained but the scholarship will be suspended. Scholarship students who drop out of school will no longer be eligible for scholarship aid from the date of drop out.


Chapter IV Scholarship Evaluation


Article 16 The annual evaluation system of scholarships shall be implemented according to the relevant management regulations of the Academy in order to strengthen the management of scholarships and exert the actual benefits and functions of scholarships.
Article 17 The annual evaluation of scholarships refers to the comprehensive evaluation of international students who are subject to scholarships once a year to determine whether they are qualified to continue or resume being subject to the scholarships.
Article 18 The evaluation of scholarships shall adhere to the principles of openness, fairness and impartiality, and shall be strictly implemented in accordance with the relevant national education laws and regulations and school rules and regulations, so as to put an end to fraud and avoid illegal operations.
Article 19 Scholarship Evaluation Team shall be established. The International Cooperation and Exchange Office shall be responsible for formulating specific methods and evaluation standards for annual evaluation, coordinating, evaluating and appealing the evaluation results, etc.
Article 20 The object of annual evaluation is scholarship students who have studied in our Academy for more than one academic year.
Article 21 The contents of the annual review are as follows:
(I) Academic achievements, including the examinations and assessment results of various subjects in the first semester of this school year and the basic learning situation in the second semester;
(II) Learning attitude and attendance;
(III) Behavior and rewards and punishments.
Article 22 Scholarship qualification shall be suspended for one year under any of the following circumstances:
(I) Repetition or demotion due to unqualified assessment results;
(II) Course not reaching the required credits for two consecutive years;
(III) Punishment by the Academy for probation.
Those who have been suspended from scholarship will be suspended from the beginning of the next academic year. Before the expiration of the suspension period, the suspended can participate in the annual evaluation of the current year upon his/her own application. If passing the evaluation, he/she can resume scholarship qualification from the next academic year.
Article 23 The scholarship subsidy qualification shall be canceled in any of the following circumstances:
(I) Being ordered to drop out of the Academy or expelled from the Academy;
(II) Failing to pass the annual review twice during the period of study in school;
(III) Being absent in the annual review without justifiable reasons.
Those who have been disqualified from scholarship funding will stop granting their scholarships from the date of publication.


Chapter V Supplementary Provisions


Article 24 Rewards and punishments of scholarships shall be recorded in the student status files of international students.
Article 25 The Measures shall come into force as of the date of issuance, and shall be interpreted by the International Cooperation and Exchange Office.
